The City Council approved plans Tuesday for a $45 million expansion at the Palace Casino Resort, which will include more gambling tables, slot machines and a poker room, as well as a spa and other attractions.

General Manager Keith Crosby said Tuesday officials hope to break ground on the project in February or March, and the work could be finished in the fall of 2011. Crosby said the project may create as many as 100 permanent jobs. The Missouri-based owner of the venture had wanted to expand for a while but waited until the economy began to improve, Crosby said.

“My boss said he had confidence in the market and he had confidence in the economy,” he said. “He has a trucking business. I think they sort of feel that pulse getting weaker, or getting stronger. He’s ready to rock and roll.”

There will be a 38,000 square-foot casino with more than 1,000 slot machines, 26 table games and an eight-table poker room. A new buffet, kitchen, bakery, 24-hour cafe, upscale sports bar with a stage for performances, spa and fitness center, gift shop, as well as convention center space will be included. The resort area will be expanded by 64,000 square feet.

The lobby will be redesigned, and the lounge at the Mignon’s Steak and Seafood will return to the Palace. The facade of the building, which will be at a 31-foot elevation, will match the current structure. Some of the new attractions will replace the current ones.

The Council approved a zoning change to a waterfront designation, which allows a casino, for the properties on 3rd Street, Howard Avenue and Seymour Lane, where the expansion will go.
